Denys Uliutin: Applying the Gender-oriented Approach Allows Using Limited Financial Resources Targeted, Efficiently and Rationally

On November 18, 2020 the final online conference on the results of "The Gender Budgeting in Ukraine Project" started.

"The application of the gender-oriented approach at the state and local budgets level allows using limited financial resources in a targeted, efficient, rational way, providing the maximum benefit to the population," - noted First Deputy  Minister of Finance Denys Uliutin in  welcoming  to the conference participants.

He stressed that this is the largest project in the world in the implementation of Gender Budgeting (GRB).

It should be noted, that the total budget of the Project is SEK 70 521 110.00 with the implementation period of 7 years (12.11.2013 - 31.12.2021).

"The leading role of the Ministry of Finance in the project implementation process allowed integrating the gender approach into the public finance management system at the state and local levels. The result of the seven years cooperation was the implementation of the provisions of gender approach in the budget process in certain regulations of the Ministry of Finance, which are mandatory for use by the main spending units,"- noted Denys Uliutin.

Denys Uliutin also drew attention to other achievements of the project. Among them, an analysis of 100 budget programs in various spheres and 118 programs funded from the local budgets and Kyiv city budget was carried out in 2015-2020.

"I can confidently say that the results of this Project will become a roadmap and tool for budget planning, which allows identifying and taking into account the needs and interests of men and women and their social groups,"- he concluded.

The event was also attended by the Government Commissioner for Gender Policy - Kateryna Levchenko, the Head of the National Agency of Ukraine for Civil Service - Nataliia Aliushyna, the Deputy Minister for Communities and Territories Development of Ukraine on European Integration - Ihor Korkhovyi, the Deputy Minister of Internal Affairs - Kateryna Pavlichenko, representatives of the Embassy of the Kingdom of Sweden in Ukraine, the Project "Gender Budgeting in Ukraine" and other representatives of ministries, departments, regional state administrations.
