The general fund of the State Budget received EUR 10 million in concessional financing from the Council of Europe Development Bank (CEB). This is the first tranche of the CEB co-financing under the World Bank's Health Enhancement And Lifesaving (HEAL) Ukraine project.
The CEB`s funds will be used to reimburse the State Budget for payments under the Medical Guarantee Programme in accordance with the Framework Loan Agreement between Ukraine and the CEB. Specifically, EUR 10 million will finance priority healthcare needs, including rehabilitation and psychological support services.
The HEAL Ukraine project is aimed at addressing new and urgent healthcare needs, modernising the healthcare system, etc. It is a framework project with a total planned financing of USD 500 million.
Within the framework of the USD 136 million received by Ukraine to the general fund of the State Budget under the HEAL Ukraine project (loan and grant funding), medical services were provided:

more than 5,000,000 doses of main children's vaccinations;

more than 5,300,000 people have received extended basic health check-ups

more than 4,900,000 people received discounted medicines under the state programme ‘Affordable Medicines’
-
about 430,000 people received rehabilitation treatment;

about 400,000 people received mental health support services;
-
more than 3,900 healthcare workers were trained to provide assistance to victims of gender-based violence.
“We are grateful to the CEB for its significant financial support, which contributes to the strengthening of the Ukrainian healthcare system. The HEAL Ukraine project allows us to expand the range and access to medical services, as well as improve their efficiency and quality. Millions of Ukrainians have already received medical care thanks to the successful implementation of HEAL Ukraine,” said Olga Zykova, Deputy Minister of Finance of Ukraine.
“I am proud that the CEB is disbursing so quickly its first tranche for the HEAL project today. Looking ahead, our priority is a quick and effective project implementation to ensure that Ukrainians can continue accessing the most essential healthcare”, said CEB Governor Carlo Monticelli.
“Our healthcare system is currently going through difficult times in which we are trying to effectively counter the challenges of war and simultaneously continue reforming Ukraine's healthcare system. The damage and losses caused by russia to the Ukrainian medical infrastructure are enormous and currently amount to at least USD 7 billion. That is why the support of international partners, in particular the Council of Europe Development Bank, is very important to us. The Budget has now received the first tranche of concessional financing in the amount of EUR 10 million. The funds will be used to improve the accessibility and quality of medical care,” said Minister of Health of Ukraine Victor Liashko.
