Government Approves Public Finance Management Reform Strategy for 2026–2030

The Cabinet of Ministers has adopted the resolution "On the Approval of the Public Finance Management Reform Strategy for 2026–2030 and the Approval of the Operational Action Plan for its Implementation."

"Effective public finance management is the foundation upon which international partners' trust is built, alongside our state's capacity to fund key priorities—from defense to social guarantees. The approval of this Strategy signals that Ukraine is consistently implementing the best European governance practices. At the same time, this decision is a vital step in strengthening the resilience and efficiency of the public finance management system under martial law and during subsequent recovery," noted Minister of Finance of Ukraine Sergii Marchenko.

The Strategy was developed with the participation of international partners and a wide range of stakeholders, including proposals from the Interagency Working Group and sub-groups on public finance management development, as well as comments from the European Commission, the SIGMA Programme, and the EU4PFM Project.

Implementation of the Strategy will facilitate the effective functioning of the public finance management system based on European standards and governance principles—a primary prerequisite for Ukraine’s acquisition of full European Union membership.

The Strategy was developed in fulfillment of the Roadmap for Public Administration Reform, approved by the Government in May 2025. The document is part of Ukraine's commitments within the EU accession negotiation process, specifically under Cluster 1: "Fundamentals of the EU Accession Process."

The adopted Strategy accounts for the complex challenges of martial law, post-war recovery needs, and the implementation status of the previous Strategy. it is aimed at transforming Ukraine’s public finance management system in accordance with European governance principles.

Key Reform Areas of the 2026–2030 Strategy:

  • European Integration: Aligning the public finance management system with EU standards.

  • Efficiency: Ensuring the transparent and rational use of budget funds under martial law, recovery, and reconstruction.

  • Accountability: Strengthening control and oversight of public finances.

  • Resilience: Enhancing the stability of the public finance management system to effectively perform its functions during recovery and reconstruction.

Along with the Strategy, the Government approved an operational action plan, which serves as the implementation tool. It contains specific steps for realizing the Strategy's objectives, along with performance indicators and deadlines.
