Ministry of Finance invites Ukrainians abroad to join the team through the Create Ukraine programme

The Ministry of Finance of Ukraine invites Ukrainians who have gained education or professional experience abroad to join the Create Ukraine programme and work on the Ministry's strategic development together with its team.

Create Ukraine is a joint initiative of the governments of Lithuania and Ukraine, now in its third year, implemented by the Kyiv School of Economics Foundation (KSE Foundation) together with the Lithuanian International Partnerships Center. The programme gives Ukrainian professionals a pathway to return to Ukraine and take part in key national projects within government institutions. Since its launch, 34 Ukrainians have returned from 16 countries and contributed to the development of more than 50 reforms and projects.

Applications for the third stage of Create Ukraine are open until August 14, 2026. Ukrainians aged 22 and older who have gained experience abroad and are ready to return to Ukraine are invited to apply.

Participants who join the Ministry of Finance of Ukraine through Create Ukraine will have the opportunity to contribute to the Ministry's strategic development, policy design, and communication of financial reforms. Depending on their track, they will take part in preparing strategic documents, monitoring the implementation of state programmes, analyzing reforms, managing reputational risks, and developing clear communications on financial and regulatory decisions for citizens. The Ministry also encourages participants to propose new ideas and solutions to help improve the institution's work.

The Ministry is looking for candidates with strong analytical and communication skills, strategic thinking, the ability to work with large volumes of information, and an interest in public policy and reform. Initiative, teamwork, responsibility, and a genuine motivation to help build a modern and transparent public finance system in Ukraine will be especially valued.

What awaits Create Ukraine participants:

  • A one-year paid contract to work with teams across the Government of Ukraine;
  • Involvement in key national projects and the EU integration process;
  • Direct cooperation with ministers and networking with senior officials;
  • GR (government relations) training from KSE.

Who can apply:

  • Ukrainian citizens aged 22 and above, with no upper age limit;
  • Professionals with international work experience or a degree from a foreign university;
  • Motivated professionals ready to return to Ukraine and contribute to reforms, EU integration, and national recovery.

The Create Ukraine programme is funded by Lithuania through the Lithuanian Development Cooperation and Democracy Promotion Programme, and is aimed at supporting the return and successful integration of Ukrainian professionals currently living abroad into Ukraine's public sector. The programme is implemented by the Lithuanian International Partnerships Center together with the KSE Foundation, with support from the Ministry of Foreign Affairs of Lithuania and in close cooperation with the Government of Ukraine.
