On June 24, 2026, the 17th meeting of the Steering Committee of the Ukraine Donor Platform took place on the sidelines of the Ukraine Recovery Conference in Gdansk, Poland.
Ukraine was represented by Platform Co-Chair and Minister of Finance Sergii Marchenko, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka, Deputy Prime Minister for Restoration of Ukraine - Minister for Communities and Territories Development of Ukraine Oleksii Kuleba, Minister of Economy, Environment and Agriculture of Ukraine Oleksii Sobolev.
International partners included Director-General for Neighbourhood and Enlargement Negotiations at the European Commission Gert Jan Koopman, Acting Assistance Coordinator for Europe, Eurasia, and Central Asia at the U.S. Department of State Kirsten Selinger, Polish Government Commissioner for the Reconstruction of Ukraine Pawel Kowal, Special Envoy of the President of the French Republic for Ukraine's Relief and Reconstruction Muriel Lacoue-Labarthe as well as representatives of G7 countries, the European Commission, and international financial institutions.
To date, the Platform has 25 participants, including countries that are permanent and temporary members or temporary observers, as well as seven international financial institutions.
The discussions focused on the current state of the State Budget execution and Ukraine’s external financing needs for 2026–2027.
Minister of Finance of Ukraine Sergii Marchenko thanked international partners for their consistent support for Ukraine and stressed that budget stability remains one of the key elements of the state’s resilience amid the full-scale war.
He emphasized that Ukraine’s financial strategy for the current year is based on two key priorities. The first is strengthening national defence, including scaling up defence-industrial capacity, increasing drone production, and meeting the urgent needs of the frontline. The second is maintaining macroeconomic stability, managing the State Budget deficit, and financing critical social expenditures.
“russia wanted 2026 to become a year of exhaustion for Ukraine. Instead, Ukraine is demonstrating its ability to adapt faster, strengthen its defence capabilities, and at the same time preserve the financial governability of the state. Predictable and coordinated support from partners is critically important in this process,” Sergii Marchenko said.
The Minister noted that in the first five months of 2026, Ukraine demonstrated a proper level of domestic budget revenues. In particular, positive dynamics were driven by higher-than-expected revenues from corporate income tax, primarily due to the banking sector, as well as from personal income tax, including due to increased revenues from the military levy.
Sergii Marchenko separately highlighted the role of the domestic government bond market, which remains an important source of budget financing and confirms the trust of citizens and businesses in the state.
Participants also discussed the Government’s steps to strengthen the budget revenue base and bring Ukraine’s tax system closer to international standards. This includes supporting long-term fiscal predictability, improving tax administration, broadening the tax base, and countering the shadow economy.
International support remains critical to ensuring social expenditures, preserving macrofinancial stability, and maintaining the uninterrupted functioning of the state. Since the beginning of russia’s full-scale invasion, Ukraine has attracted almost USD 180 billion in external financing.
Particular attention was paid to the recent decision of the European Union on a support package for Ukraine of around EUR 90 billion. According to the Minister of Finance, this decision is a stabilizing factor for public finances and creates the necessary predictability for budget planning.
Taking into account support from the EU, the ERA mechanism, the Ukraine Facility, the IMF programme, as well as assistance from Sweden, Norway, Japan, the World Bank, and other partners, Ukraine’s State Budget needs for 2026 will be covered. In 2026, Ukraine has already attracted USD 11.9 billion in external financing. At the same time, financing for 2027 is not yet fully secured, which means that further donor coordination remains necessary.
“2027 requires additional decisions. Ukraine is doing its part – mobilizing domestic revenues, broadening the tax base, combating tax evasion and the shadow economy. But to preserve resilience, we need continuous, predictable, and coordinated support from our partners,” the Minister of Finance emphasized.
The Minister of Finance called on partners to step up efforts to confiscate frozen russian assets. This should become not only an act of justice, but also a significant financial resource for reconstruction.
Sergii Marchenko also briefed partners on progress in cooperation with the IMF and the EU. The Government continues to implement reforms and fulfill its commitments within the framework of cooperation with international partners. In particular, Ukraine has recently successfully completed the first review under the IMF Extended Fund Facility programme. Progress has also been achieved in meeting the conditions for attracting funds under the EU’s Ukraine Facility.
Platform participants confirmed their readiness to continue supporting Ukraine in order to preserve financial stability, recovery, and sustainable development.
