Sergii Marchenko at the Panel Discussion in Washington: Security guarantees are crucial for large-scale recovery of Ukraine

World Bank Spring Meetings, the Minister of Finance of Ukraine took part in a panel discussion titled Investing in Ukraine’s Recovery and Reconstruction.

The event, organized by the Embassy of Ukraine in the United States and Ukraine House, was dedicated to the challenges and opportunities of mobilizing resources for Ukraine’s recovery.

Panel participants alongside Sergii Marchenko included:

  • Andriy Pyshnyi, Governor of the National Bank of Ukraine;

  • Pierre Heilbronn, France's Special Envoy for Ukraine's Relief and Reconstruction;

  • Davide La Cecilia, Special Envoy of Italy’s Ministry of Foreign Affairs for the Reconstruction of Ukraine;

  • Bob Saum, World Bank Regional Country Director for Eastern Europe.

The discussion was moderated by Vladyslav Rashkovan, Alternate Executive Director for Ukraine at the International Monetary Fund.

Sergii Marchenko emphasized that large-scale recovery is impossible without the involvement of the private sector and the attraction of foreign direct investment. To enable this, security guarantees are essential.

In this context, the Minister of Finance highlighted the need to strengthen Ukraine’s air defense systems and to develop war risk insurance mechanisms.

Priority sectors for rapid recovery funding include:

  • Social sector: housing reconstruction, education and science, healthcare, and social protection;

  • Infrastructure restoration: energy (especially the protection of energy facilities), transport, water supply, and sewage;

  • Demining and civil protection: including the development of shelters following the Finnish model.

For 2025, Ukraine has already secured USD 7.4 billion in recovery funding. The Government of Ukraine is implementing dozens of key reconstruction projects in cooperation with international partners.

All parties stressed the importance of coordinated efforts among international institutions, government bodies, and the private sector to ensure sustainable economic development amid the full-scale war.

The Ukraine Recovery Conference 2025 (URC2025) will be held in Rome on July 10–11, 2025. This will be the fourth international conference on Ukraine’s recovery, serving as a platform for coordinating support for Ukraine.

In addition, the next meeting of the Ukraine Donor Platform will take place on the sidelines of the Conference.

Sergii Marchenko expressed hope that a number of important recovery agreements will be signed during these events and that additional investment will be attracted for the implementation of public reconstruction projects.
