Sergii Marchenko met with French Ambassador Gaël Veyssière on the occasion of the completion of his diplomatic mission in Ukraine

Minister of Finance of Ukraine Sergii Marchenko met with Ambassador Extraordinary and Plenipotentiary of France to Ukraine Gaël Veyssière on the occasion of the completion of his diplomatic mission.

The Minister thanked the French Ambassador for his professionalism, consistent support for Ukraine, and significant personal contribution to strengthening the Ukrainian-French partnership, particularly in the financial sector.

“France is one of those partners whose support is measured not only by the scale of assistance, but also by the consistency of decisions, political leadership, and readiness to stand with Ukraine in the most difficult moments. Since the beginning of the full-scale war, France’s support has become an important contribution to our country’s financial resilience, its ability to finance critical budget expenditures, and to preserve economic capacity in wartime,” said Sergii Marchenko.

Since 24 February 2022, France’s direct budget support to Ukraine has amounted to around EUR 400 million. These funds have formed part of the overall international assistance that enables Ukraine to finance critical State Budget expenditures in a timely manner, including social and humanitarian needs. France has also supported the implementation of important budget support instruments, such as the Ukraine Facility, ERA Loans, and the Ukraine Support Loan.

In addition to direct budget support, France provides Ukraine with significant assistance through recovery instruments, guarantee mechanisms, and contributions to international funds. In particular, France has allocated EUR 200 million in grant financing for critical infrastructure recovery projects under the Recovery Support Fund, provided EUR 50 million in guarantees to support the liquidity of JSC Ukrzaliznytsia, and EUR 50 million to ensure gas purchases by NJSC Naftogaz of Ukraine. France has also made contributions to the EBRD Chernobyl Shelter Fund, the Ukraine Energy Support Fund, and the Ukraine Recovery Fund.

The parties also emphasized the importance of France’s coordination with G7 partners on further mechanisms of financial support for Ukraine, taking into account France’s G7 presidency in 2026.

The meeting also covered Ukraine’s recovery and the involvement of French businesses in the implementation of investment projects. The Minister of Finance noted the importance of developing mutually beneficial economic cooperation between Ukraine and France, including through intergovernmental mechanisms and the participation of French companies in projects in the areas of energy, infrastructure, defense, water management, agriculture, healthcare, and digital technologies.

Gaël Veyssière confirmed that France will continue to support Ukraine and further develop cooperation to achieve a just peace in Europe.

The meeting were also attended by Deputy Ministers of Finance of Ukraine Olga Zykova and Oleksandr Kava, Deputy Minister of Finance for European Integration Yuriy Draganchuk, and Government Commissioner for Public Debt Management Yuriy Butsa.
