Since 2022, UNDP has mobilized over $1 billion to implement projects in Ukraine

On March 31, 2026, Ukraine’s Minister of Finance Sergii Marchenko, and Deputy Minister of Finance Olga Zykova held a meeting with Assistant Secretary-General of the United Nations, UNDP Deputy Administrator, and Director of the UNDP Regional Bureau for Europe and the CIS Ivana Zivkovic.

The meeting also included UNDP Resident Representative in Ukraine Auke Lootsma.

The parties discussed the further development of the partnership between the Government of Ukraine and the UN system, the activities of the Ukrainian Donor Platform, and strengthening the coordination of international assistance amid the full-scale war.

Minister Marchenko expressed gratitude to UN partners for their significant contribution to supporting Ukraine since the beginning of russia’s full-scale invasion, as well as for UN participation in preparing the annual Rapid Damage and Needs Assessment reports. In particular, the total assistance provided under UN-led humanitarian response plans has exceeded USD 11 billion. In January 2026, the UN presented a new Humanitarian Response Plan for Ukraine, aiming to mobilize USD 2.3 billion to assist 4.1 million people. Since 2022, UNDP alone has mobilized over USD 1 billion to implement projects in Ukraine.

The discussion also covered Ukraine’s cooperation with the International Monetary Fund under the new Extended Fund Facility program for 2026–2029, totaling USD 8.1 billion, as well as interaction with the European Union to attract financial support of approximately EUR 90 billion.

The meeting also reviewed the outcomes of the 16th meeting of the Steering Committee of the Ukrainian Donor Platform, held on March 25 in Kyiv.

The parties reaffirmed their readiness to continue close cooperation to strengthen Ukraine’s financial resilience, coordinate international assistance, and support recovery and reform processes.

As a reminder, in February, UNDP in Ukraine, in partnership with the Ministry of Finance of Ukraine and the National Development Institution (NDI), launched the Local Development Finance Facility (LDFF) – a platform designed to attract financing for the recovery of Ukrainian communities and the development of investment-attractive local projects.
