Ukraine Donor Platform: The Government of Ukraine and International partners discussed support for the State Budget and energy sector in 2026 and reforms

On November 24, the fifteenth meeting of the Steering Committee of the Ukraine Donor Platform took place. Representatives of the Government of Ukraine, G7 countries, the European Union and international financial institutions held the event in Kyiv.

The visit of Ukraine’s key partners is a demonstration of solidarity with the Ukrainian people and an important signal of their readiness to deepen cooperation with Ukraine.

The event was attended by Prime Minister of Ukraine Yulia Svyrydenko, Co-Chair of the Platform from Ukraine; Minister of Finance Sergii Marchenko; Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka, representatives of the Government of Ukraine; Director-General for Neighbourhood and Enlargement Negotiations Gert-Jan Koopman from the European Commission; Acting Coordinator of U.S. Assistance to Europe, Eurasia, and Central Asia at the U.S. Department of State Christopher Berghaus, as well as representatives of G7 countries as Special Representative for the Reconstruction of Ukraine from Canada Chrystia Freeland, the European Commission, and international financial institutions.

The parties focused on ensuring Ukraine’s budget needs in 2026, supporting Ukraine’s energy sector, and advancing structural reforms.

Sergii Marchenko emphasized that the current stability of the State Budget is the result of coordinated work by the Government and systematic support from international partners.

Despite challenges, the performance of the 2025 State Budget remains stable, in particular due to improved tax administration and external assistance. The total amount of already attracted international financial support in 2025 amounts to USD 44.9 billion.

At the same time, the budget faces significant pressure due to the continuation of active hostilities, expenditures for restoring the energy sector, protecting infrastructure facilities, and urgent natural gas supplies.

“The draft State Budget of Ukraine for 2026 prioritizes funding for the security and defense sector, which accounts for more than half of all expenditures. In 2026, the need for external financing to cover social spending will remain. Although we already have assurances for part of these funds, additional support mechanisms are required. Reparations Loan has the potential to become an important source of financing for social and defense expenditures. It could also play a role in shaping a new IMF program and preserving Ukraine’s debt sustainability,” said the Minister of Finance of Ukraine.

Sergii Marchenko also emphasized Ukraine’s commitment to the principles of transparency and zero tolerance for corruption. Trust in Ukraine is the foundation of cooperation with partners and an essential part of the country’s path toward the European Union. The responsibility of the Ukrainian Government is to ensure full transparency in the use of every hryvnia, dollar, and euro.

Ukraine continues to suffer massive attacks by russia, resulting in extensive destruction of energy infrastructure. The parties discussed mobilizing additional support to strengthen the energy sector.

Sergii Marchenko thanked colleagues for productive cooperation within the Platform. To date, it includes 25 participants-countries that are permanent and temporary members or temporary observers, as well as seven international financial institutons.

Participants of the meeting emphasized the importance of maintaining effective coordination to meet the state’s urgent needs.
