Ukraine received €30 million from the Council of Europe Development Bank to compensate Ukrainians for housing lost due to russian aggression

Ukraine has received the final EUR 30 million tranche from the Council of Europe Development Bank (CEB) under the project “HOME: Compensation for Destroyed Housing. Additional Financing 1.” The funds have already been transferred to the special fund of the State Budget.

Ukraine has now obtained the entire €200 million allocated under the projects “HOME: Compensation for Destroyed Housing” and “HOME: Compensation for Destroyed Housing. Additional Financing 1.”

The HOME project provides compensation to affected citizens - including combatants, persons with war-related disabilities, families of fallen veterans, and large families - for homes lost as a result of hostilities and terrorist acts by the russian federation. Compensation is provided in the form of housing certificates for purchasing new homes. In 2024, Ukraine received EUR 100 million from the CEB for these purposes, followed by EUR 70 million in September 2025.

To date, nearly 4,700 housing certificates have been issued under the program, enabling more than 10,000 Ukrainians to obtain new homes. Of these, 1,900 certificates were financed in 2025. 

Deputy Minister of Finance Olga Zykova thanked the Council of Europe Development Bank for supporting the restoration of Ukraine’s housing sector.

“The housing sector remains one of the most affected by russian aggression. Over the past four years, the Government of Ukraine has received more than 185,000 applications for damaged homes. The additional EUR 30 million will allow the issuance of approximately 800 more housing certificates. I am grateful to the Council of Europe Development Bank for this substantial support, which will help provide new housing to even more Ukrainians who have suffered losses due to the war,” noted Olga Zykova.

Currently, the CEB’s project portfolio in Ukraine includes five projects totaling EUR 550 million. Since mid-2023, Ukraine has attracted almost EUR 460 million in financing from the Bank - more than 80% of the total credit resources the CEB allocates to Ukraine.
