The Government Approved Amendments to the Customs Code to Regulate the Procedure for Declaring Goods with Various Subheadings

The Cabinet of Ministers approved the draft Law of Ukraine "On Amendments to the Customs Code of Ukraine to regulate the procedure for declaring goods relating to various subheadings under the Ukrainian Classification of Goods of Foreign Economic Activity (UCGFEA), in accordance with the Customs Code of the European Union" and submitted it to the Parliament.

The amendments prepared by the Ministry of Finance and the State Customs Service provided to implement the provisions of the European Union Customs Code in accordance with the Association Agreement in terms of provisions on the procedure for declaring goods with various subheadings under the UCGFEA within one commodity item UCGFEA.

It is proposed to redraft Article 267 in a new version and to supplement Article 280 of the Ukrainian Customs Code with the following provisions of the EU Customs Code:

•   simplified declaration of a consignment of goods classified in different commodity subheadings according to UCGFEA (at the level of the first six characters) under one code according to UCGFEA, provided that this code corresponds to the highest duty rate under the commodity subheading of UCGFEA;

•    extension of the simplified declaration of the consignment of goods classified in the various subheadings of UCGFEA to the export of goods;

•   the procedure for recalculating of the specific duty rate into ad valorem for charging duty at the highest rate from the commodity subheading of UCGFEA within one commodity item of UCGFEA.

The Ministry of Finance continues its targeted policy on customs reform and implementation of the provisions of the EU Customs Code into Ukrainian legislation.
