Yuriy Draganchuk discussed the progress of EU-Integration reforms with the European Parliament’s Committee on Budgetary Control

Ukraine has an extensive reform agenda in the financial and budgetary sectors and is making steady progress toward full EU membership.

This was emphasized by Deputy Minister of Finance of Ukraine for European Integration Yuriy Draganchuk during a meeting with members of the European Parliament’s Committee on Budgetary Control.

The meeting was attended by Chair of the Committee on Budgetary Control Niclas Herbst, Vice-President of the European Parliament Esteban González Pons, Daniel Freund from the Greens/European Free Alliance, and Jonas Sjöstedt from The Left group in the European Parliament.

The parties discussed the progress of key reforms in Ukraine, particularly in the areas of anti-corruption and anti-fraud efforts, as well as steps taken to enhance efficiency, transparency, and accountability in the use of budgetary resources and international financial assistance.

Yuriy Draganchuk welcomed the European partners to Kyiv and expressed his gratitude for the comprehensive support provided to Ukraine during the full-scale war.

Since February 2022, direct budget assistance from the EU has reached EUR 53.5 billion – the largest contribution among all international partners.

The predictability of EU support was underscored as crucial, as Ukraine continues to confront the consequences of the ongoing war. In this context, the Deputy Minister highlighted the European Commission’s proposal for the EU’s Multiannual Financial Framework (MFF) for 2028–2034, which foresees EUR 100 billion in support for Ukraine.

During the discussion on reforms, Yuriy Draganchuk emphasized that economic recovery, meeting critical defense needs, and aligning legislation with EU standards form the foundation of the reforms being implemented by the Government of Ukraine.

"Reforms are a key precondition for sustainable economic growth and recovery. Despite the war, we continue to fulfill our commitments and implement the recommendations outlined in our agreements with the EU, IMF, World Bank, and G7 partners. Today, the Reforms Matrix, our strategic plan for the coming years, includes over 800 specific measures," he said.

Particular attention was paid to ensuring the transparent and accountable use of international budgetary support, as well as the effective allocation of domestic budget revenues.

The Deputy Minister of Finance stressed: “The trust of our European partners is vital for Ukraine’s further EU integration. The Ministry of Finance is making every effort to ensure that every euro of support is used efficiently and with full accountability.”

Members of the European Parliament’s Committee on Budgetary Control expressed their full support for Ukraine. They also commended the Ukrainian Government’s commitment to implementing necessary reforms, which are essential for continued financial and political support from the EU.
