Government Passed a Decree on Government Borrowings for the Purchase of 20 maritime Security Boats within the Framework Agreement between Ukraine and France

The Cabinet of Ministers of Ukraine has approved the decree "On external borrowings within the Framework Agreement between the Government of Ukraine and the Government of the French Republic on the official support for strengthening maritime safety and security of Ukraine".

The implementation of the regulation entitles the Minister of Finance of Ukraine to conclude loan agreements within the framework of the French Government's official support for the state investment project - the purchase of 20 new security and safety boats for the protection of maritime borders.

The general conditions of the official support are the following:

  • The buyer: the Administration of the State Border Guard Service,
  • The supplier: French company "OSEA",
  • The amount of official support: does not exceed EUR 116 million,
  • The official support includes:
  1. A bank loan guaranteed by the French export agency Bpifrance Assurance Export for a maximum of EUR 76 million.
  2. A direct loan from the French Treasury for a maximum amount of EUR 40 million.
  • The official support is provided in the amount, which is 85% of the contract value,
  • The maturity of the loans: not more than 10 years (taking into account the term of the loan disbursement),
  • The interest rate of the Treasury loan: CIRR (0.38% per annum on the date of signing the contract),
  • The interest rate of the bank loan: EURIBOR (6 months) + margin of up to 1.4% per annum.
