According to preliminary data for the 10 months of 2021, UAH 31 billion was spent on the fight against COVID-19.
In particular, funds were spent for the following purposes:
- payment to healthcare institutions for services provided for inpatient medical care and vaccination of the population under the program of medical guarantees - UAH 14.6 billion. To purchase COVID-19 vaccines - UAH 9.8 billion. In general, for the treatment of COVID-19 patients and vaccination services under the program of medical guarantees in 2021 there was allocated UAH 20.2 billion, and for the purchase of vaccines - UAH 10.5 billion of state budget funds. Ukraine has also already received additional 8 million doses of vaccines from international partners;
- payment to institutions of the National Academy of Medical Sciences of Ukraine for services on hospitalization of patients with COVID-19 - UAH 14 million out of the envisaged 55 million UAH;
- subventions to provide hospitals with oxygen, rapid tests, and consumables for testing - UAH 0.6 billion out of UAH 1.4 billion envisaged. By the amendments to the State Budget 2021, which were signed by the President of Ukraine on November 5, 2021, an additional UAH 800 million was allocated for these purposes;
- measures for social support of the population in quarantine conditions - UAH 2.9 billion; payment of financial security in connection with a temporary disability - UAH 0.8 billion. A total of UAH 3.8 billion (UAH 2.0 billion of the special fund, UAH 1.8 billion of the general fund) was allocated to the Ministry of Social Policy for payment of one-time financial assistance and material aid in connection with a temporary disability;
- payment of unemployment benefits - UAH 1.5 billion, or 96% of the UAH 1.6 billion funds allocated by the Ministry of Economy for such payments;
- implementation of measures to fight COVID-19 in educational institutions - UAH 18.3 million out of the provided 1 billion UAH;
- additional payments to the salaries of the National Guard and State Border Guard, civil protection bodies and units, police officers, medical and other employees of departmental healthcare institutions - UAH 0.8 billion (98% of allocated funds).
In general, more than UAH 41.5 billion was budgeted for the fight against COVID-19 in 2021.
"We have enough vaccines to protect most citizens of Ukraine. Experience of other countries shows that vaccination is a reliable way to reduce the likelihood of infection or severe course of the disease and significantly reduces the burden on the medical system as a whole. For its part, the Ministry of Finance provides systematic funding for measures to combat COVID-19 and is looking for new opportunities to increase available financial resources to counteract the pandemic", commented Deputy Minister of Finance Roman Yermolychev.
