The State Budget of Ukraine for 2022 provides for UAH 6.9 billion for the development of inclusive education. Given the importance of creating the conditions and the need to consider the needs of each child, the state is committed to ensuring that people with special educational needs receive an accessible and high-quality education.
This was announced by Deputy Minister of Finance of Ukraine Roman Yermolychev.
The funds will be directed to:
- UAH 5 billion for pedagogical support for about 33 thousand children with special educational needs. It is about the salary and accrual of assistant teachers - professionals who provide the organization of inclusive education for students, in particular, provide professional support for their training, education, and development, as well as skills to provide medical care to children.
- UAH 1.3 billion to assess the development of children with special educational needs. The money is used to pay the salaries and accruals of the teaching staff at 637 inclusive resource centers.
- UAH 504 million is to support about 42,000 children with special educational needs. These resources will be used to provide additional psychological, pedagogical, corrective and developmental activities defined by an individual development program for persons with special educational needs.
- UAH 50 million for the education of about 16 thousand children who are in long-term treatment. These funds will be used to provide educational services to people who are receiving pre-school or complete secondary education and are undergoing inpatient treatment or receiving rehabilitation assistance in health care institutions. A new state agency, Superhero School, is providing such services.
"Supporting children with special educational needs, creating conditions for their education, we are guided by the fact that the purpose of education is the versatile development, education, and socialization of the individual, capable of living in society, ready for conscious life choices and self-realization", - said Roman Yermolychev.
He also added that for the first time in many years it was possible to fulfill the norm of Article 78 of the Law of Ukraine "On Education", according to which the state ensures the allocation for education in the amount of not less than 7% of gross domestic product (GDP).
"Since 2016, the consolidated budget for education was UAH 129.4 billion, or 5.4% of GDP, and the consolidated budget for 2022 provides UAH 402.2 billion, or 7.5% of GDP. As we can see, the state fulfills its obligations, and now teachers should ensure the proper quality of education, including inclusive education", - said Roman Yermolychyov.
