Ministry of Finance will Allocate about UAH 21 billion to Finance Judiciary Next Year

The state budget 2022 provides for an increase in the financing of the judiciary. About UAH 21 billion is expected to finance the courts, including the reasonable increase in salaries of court employees next year. At the same time, a balance of the state budget and the priority of its expenditures must be preserved, as it is stipulated by the Budget Declaration.

This was announced by the Deputy Minister of Finance of Ukraine Roman Yermolychev during the X Annual Judicial Forum on October 1, 2021. Representatives of the Council of Europe, the judicial system of Ukraine, the Ukrainian Bar Association, the Antimonopoly Committee of Ukraine, MPs of Ukraine, attorneys, etc. also took part in the X Annual Judicial Forum.

During the speech, Roman Yermolychev spoke about the necessity to finance capital expenditures, for which about UAH 1 billion is provided in the state budget, which will be used to cover priority needs and repair emergency premises of courts.

"Directing these funds, we draw attention to their effective use in the judicial system. This is a question primarily for the main budget funds administrators because we see that one court receives enough resources, while the other receives considerably less funding. That's why the Ministry of Finance thinks over what the main budget fund administrator should do to prevent such imbalances, when the average salary of employees of one court is UAH 30 thousand, while the other court does not have enough even to pay the minimum wage, "- said Roman Yermolychev.

The Deputy Minister of Finance added that during the audit the State Audit Service of Ukraine identified violations of the State Judicial Administration for about UAH 3 billion in terms of using budgetary funds: "This state of affairs should be corrected. After all, the courts represent one of the branches of government, and their decisions should be trustful".
