Ministry of Finance: Parliament ratifies the agreement on Ukraine's participation in the EU Anti-Fraud Programme (EUAF)

Today, on 20 August, the Parliament of Ukraine adopted the draft law on the ratification of the Agreement between Ukraine and the European Union on Ukraine's participation in the EU Anti-Fraud Programme (EUAF) signed by Minister of Finance of Ukraine Sergii Marchenko and European Commissioner for Budget and Management Johannes Hahn on 20 March 2024.

‘Ukraine's participation in the EU Anti-Fraud Programme will allow us to obtain the necessary knowledge and professional training in the field of protection of the financial interests of Ukraine and the EU, as well as strengthen Ukraine's institutional capacity to build an anti-fraud system in line with European standards,’ said Deputy Minister of Finance of Ukraine for European Integration Yuriy Draganchuk in his speech to the Parliament.

He also highlighted that after the draft law was signed by the President, Ukraine became the first non-EU country to officially formalize its participation in the Programme.

The EU Anti-Fraud Programme provides funding for its participants in the following areas:

  • implementation of IT tools aimed at strengthening transnational cooperation with the European Commission;

  • support and facilitation of financial investigations;

  • technical and operational support to relevant authorities to strengthen the fight against fraud and other illegal activities;

  • building IT capacity, increasing data exchange;

  • organisation of specialised training, seminars, and research aimed at improving cooperation and coordination between services related to the protection of the Union's financial interests.

The Union Anti-Fraud Programme (EUAF) promotes activities against fraud, corruption and any other illegal activities affecting the financial interests of the EU through action grants. The EUAF continues financial support (previously offered by the HERCULE III programme) and is managed by the European Anti-Fraud Office (OLAF).

Among others, the Programme encourages the reinforcement of investigative capability and capacity of Member States, including their digitalisation, in view of stepping up the fight against fraud, corruption and any other illegal activity affecting the EU financial interests, on both the revenue and expenditure sides. It includes support for specialised training and research activities.

The calls for the Union Anti-Fraud Programme (EUAF) - Hercule component - has a budget of EUR 114.2 million for the period 2021-2027.
