Sergii Marchenko presented the Reforms Matrix within the framework of the Multi-agency Donor Coordination Platform For Ukraine

On 14 February, during the Steering Committee of the Multi-agency Donor Coordination Platform for Ukraine, Minister of Finance Sergii Marchenko presented the Reforms Matrix as co-chair of the Platform from the Ukrainian side.

The Reform Matrix is an analytical tool for effective decision-making and management of the reform agenda. This document does not constitute a new reform plan and does not create new obligations. It will enable the Government to organise its efforts internally to implement measures and policies that have already been developed in cooperation with partners.

The Reforms Matrix involves:

  • systematizing reforms and commitments, 

  • analyzing necessary changes and planning their implementation, 

  • continuously monitoring progress, control of the implementation status, identification of risks of non-compliance at all stages for timely response;

  • accountability to the public and to international partners.

"Reforms are the cornerstone for economic development and recovery of the country. Despite the war, we continue to implement our conditionalities and recommendations under the agreements with the EU, IMF, US, World Bank, and G7. The Reforms Matrix is aimed at strengthening our capabilities in this area. It is an important tool for communication with partners, parliament, business and citizens," said Sergii Marchenko, adding that the status and progress of reforms will be monitored within the Donor Coordination Platform for Ukraine.

By the end of 2024, Ukraine has to implement about 230 conditionalities and recommendations stipulated in the key cooperation documents. 69% are recommendations, and 31% are conditionalities linked to the receipt of budget support. 55% of all conditionalities and recommendations are unique.

Sergii Marchenko stressed that for the effective implementation of all reforms, it is necessary to assess their cost and impact on the country's economy based on the World Bank's methodology and determine the stages of implementation: "The Government of Ukraine is open to dialogue with international partners to further discussion of the framework, prioritization and sequencing of the reforms, identifying most efficient targeted actions”.
