Support programs and recommendations of international partners cover 314 reform measures. The Ministry of Finance has updated the Reforms Matrix

The Ministry of Finance has updated the Reforms Matrix as of the end of June. This is an analytical tool with the conditionalities and recommendations of Ukraine's international partners. 

The updated Reforms Matrix includes 314 reform measures which correspond to 520 indicators for implementation. All measures are presented in the following official documents:

  • EU Commission's Recommendations for Ukraine's EU candidate status, EU Enlargement Report;

  • IMF Extended Fund Facility Arrangement;

  • Ukraine Plan for the EU's financial instrument Ukraine Facility;

  • Terms and Conditions of the World Bank's Development Policy Loan.

Priority areas include justice, fundamental rights and security, energy, financial services, and financial and budgetary provisions.

Implementation of the Reforms Matrix measures will contribute to Ukraine's European integration path, strengthen the competitiveness of the economy, and will also allow attracting financial support provided by the above-mentioned support programs. 

The increase in the number of conditions in the updated Reforms Matrix is due, firstly, to the review of cooperation programs with international partners, and secondly, to the consideration of measures for the following years. Previously, the tool included conditions mainly for 2024. 

The Reforms Matrix is a working tool that will continue to be adjusted in accordance with agreements with partners. 

In terms of performance of conditionalities and recommendations, the Reforms Matrix has been tracking results since the start of 2024. In the first half of this year, Ukraine has already implemented 108 indicators out of 520. The Ministry of Finance is responsible for 49 indicators, of which 17 have already been implemented.

The Government of Ukraine presented the Reforms Matrix website in June 2024. International partners, including members of the Multi-agency Donor Coordination Platform for Ukraine, welcomed this initiative and noted Ukraine's transparency in performing the terms of cooperation programs. 

The tool allows Ukrainian citizens and foreign partners to easily and rapidly find information on deadlines, schedules, responsible for performing conditions in various areas, and the impact on the economy. 

Openness and publicity of the process of implementing reform measures is a priority for the Ministry of Finance and the Government. The Ministry of Finance of Ukraine is responsible for monitoring the measures within the Reforms Matrix.
