Announcement of the competition for the CEO of Joint Stock Company “State Savings Bank of Ukraine”

Selection Board and Supervisory Board Nomination and Remuneration Committee of Joint Stock Company "State Savings Bank of Ukraine" thank all candidates who have already submitted their documents to take part in the competition for the CEO of Joint Stock Company "State Savings Bank of Ukraine" and informs that pursuant to a decision of the Supervisory Board, a new competition for the CEO of Joint Stock Company "State Savings Bank of Ukraine" is hereby announced due to unforeseen external circumstances.

We hereby announce the call for documents from candidates for participation in the competition for the CEO of Joint Stock Company "State Savings Bank of Ukraine" (the Bank or JSC “Oschadbank”) located at: 12G Hospitalna St, Kyiv

Core activities of the Bank:

The mission of JSC “Oschadbank” is to be No 1 customers’ choice in Ukraine, meeting the needs of all customer categories anywhere in the country and providing easy access to citizens and entrepreneurs to the Bank’s financial resources and services.

Core activities of the Bank are: banking and other financial services (excluding insurance services except when acting as an insurance intermediary), operations in the money, currency and stock markets, as well as other activities not prohibited for banks in the manner prescribed by the legislation.

Strategic objectives of the Bank:

  • To increase the efficiency of the banking business;
  • To keep the position in the corporate segment;
  • To significantly increase its presence in the SME segment;
  • To strengthen its position in the retail business;
  • To optimise costs.

 

Key strategic tasks:

  • To re-orient the activity of corporate business, including optimisation of the coverage model with a focus on sales, and to take steps to increase efficiency and profitability of sales, to essentially optimise the loan process.
  • To accelerate development of micro, small and medium businesses, including development of a competitive proposal per segment, and to ensure growth of interest and fee and commission income, to set the organisation up for the growth of lending.
  • To improve the quality of retail business services, including extended activities in new customer segments, to develop the strategy for development of products and cross sales, to continue the development of remote channels.
  • To continue optimisation of the network of branches, including raising profitability of branches and optimising their locations.
  • To ensure creation of an effective and independent risk management system and a balanced credit policy.
  • To enhance the role of IT, including prioritising IT projects in proportion to the contribution to building-up of efficient and profitable banking business, to finalise the process of centralisation of back-office, IT and other support functions, to create a transparent internal financial and reporting model, to introduce management accounting and transfer pricing systems.
  • To achieve an essential reduction of non-performing assets portfolio.

 

To participate in the competitive selection, a candidate should send to: kyiv@pedersenandpartners.com the following documents in Ukrainian and/or English till 18:00 Kyiv time 22 May 2020 (two weeks from the announcement date):

  • application for participation in the competition;

Application for participation in selection to Michael Weinstein, the Chairman of the Nomination and Remuneration Committee of JSC “Oschadbank”.  The application must contain the information about candidate (candidate’s full name, registration/residence address and correspondence address, contact phone number and e-mail and Skype details if available) signed by the candidate with a ballpoint (blue ink).

  • biographical data (CV) signed by the candidate with a ballpoint (blue ink);
  • motivation letter signed by the candidate with a ballpoint (blue ink);
  • competition proposal;

The proposal may contain a plan for the Bank's strategic development and reform, measures for implementing strategic principles and possible risks, proposals for improving the main indicators of the Bank's financial and economic performance.

The candidates that will be selected and admitted to the second stage of the competition (whereof they will be notified separately by a recruitment company in free manner at the discretion of the company) must send the following documents to kyiv@pedersenandpartners.com in Ukrainian and/or English within 10 days after receiving the notification of participation in the second stage:

  • duly certified copy of an ID document (each page of the document shall contain the inscription “true copy of the original”, signature of the person, surname and initials written with a ballpoint (blue ink);
  • a letter in free format confirming the absence of conflict of interests or containing the information on relevant conflicts of interests and proposals on their elimination or settlement;
  • a certified copy of labour record book (if available) or another document certifying job experience;
  • a certified copy of the document of higher education;
  • certified copies of the documents confirming additional education, knowledge, managerial experience, and practical skills desired or required for performance of their job duties taking into account the key areas of activity, strategy and business plan of the Bank, and functional workload and scope of responsibility of the person (if such documents are available);
  • reference from a competent body of the country of tax residence of such individual, reference about the status of performance of such person’s obligations to pay taxes, fees, and other compulsory payments or confirmation / application / letter from a competent body or certified lawyer confirming that the tax bodies of respective jurisdiction do not issue such documents;
  • non-conviction certificate obtained from a competent body of the country of permanent residence of the individual;
  • information from a qualified credit history bureau(s) on the credit history of the individual;
  • reference from a banking supervisory authority or foreign bank where the candidate was holding a position during the last three years about absence of admonitions and facts of infringement of banking legislation and internal documents of the bank during the time of working in banking institutions (if the candidate held a position in a foreign bank for over the last three years);
  • references and other documents at the candidate’s discretion.

A candidate for the CEO position must meet the following requirements:

  • Full higher education (master or equivalent) in at least one of the following areas: Finance, Business Administration, economy, law;
  • Additional education in corporate management or special diplomas/certificates, including those obtained at the leading international centres for professional development, will be an advantage;
  • Fluency in business Ukrainian, Russian, or English; additional knowledge of foreign language will be viewed as an advantage;
  • Work experience in the banking sector shall be at least ten years, including at least five years in senior positions;
  • Profound practical knowledge of banking;
  • Experience of strategic and investment planning, and budgeting in banks;
  • Experience in transforming and optimizing a large network of branches;
  • Experience in the development and management of complex projects in the field of organizational changes (the transformation of business model, organizational restructuring, turnaround);
  • Confirmed experience in strategy development and experience of its implementation;
  • Experience of introducing rapid regulatory changes in an organisation;
  • Experience of crisis management;
  • Experience of work with international financial institutions (IFI) will be considered as an advantage;
  • Experience of working with non-performing loans (NPL).
