In October, the State Budget of Ukraine received USD 1.4 billion of concessional financing from international partners

In October 2024, the general fund of the State Budget of Ukraine received about USD 1.4 billion of concessional external financing: 

  • IMF - USD 1.1 billion;
  • Canada - USD 300 million.

Ukraine received funds from the International Monetary Fund as a result of the successful fifth review of the Extended Fund Facility (EFF) Arrangement. Ukraine has performed all structural benchmarks that were envisaged for the fifth review and two more ahead of schedule. 

Funding in the amount of almost USD 300 million from Canada is provided under the Fourth Additional Agreement with the Government of Canada to attract the loan.  The funds are provided on concessional terms: 10-year term, interest rate - 1.5% per annum. The grace period is 4.5 years from the date of receipt of funds. 

In total, in 2024, external financing reaches USD 25.9 billion, of which grants amount to USD 6.6 billion. And since the beginning of the full-scale invasion, Ukraine has received more than USD 99.4 billion. 

International support is a significant contribution to maintaining the country's financial stability under martial law. The funds are directed to finance priority social and humanitarian expenditures of the State Budget.
