Ministers of Finance of Ukraine and Denmark discussed Ukraine’s budgetary needs and cooperation on the path to EU integration

Ukraine's Minister of Finance Sergii Marchenko and Denmark's Minister of Finance Nicolai Wammen met yesterday, April 3, in Kyiv. The meeting was also attended by the Ambassador of the Kingdom of Denmark to Ukraine Ole Egberg Mikkelsen and the Ambassador of Ukraine to the Kingdom of Denmark Andriy Yanevskyi.

The ministers discussed the current economic situation in Ukraine, the need for budgetary assistance for 2025-2026, and Ukraine's progress towards EU membership.

 "The EU remains the largest donor of budgetary support to Ukraine. Since the beginning of russia's full-scale invasion, we have attracted about EUR 49.5 billion from our European partners. I am grateful to the Government of Denmark for its constant support and advocacy for Ukraine's interests in EU institutions, particularly for supporting the establishment of the Ukraine Facility financial instrument and the use of income from frozen russian assets for the benefit of Ukraine. Denmark also consistently provides critically important military and humanitarian assistance to Ukraine," emphasized Ukraine's Minister of Finance Sergii Marchenko and expressed hope for strengthening cooperation, including during Denmark's EU Council Presidency in the second half of 2025.

For 2025, EUR 30.6 billion in financial assistance from the European Union is envisaged, of which EUR 7.5 billion has already been allocated to Ukraine's State Budget

According to the Kiel Institute for the World Economy, Denmark is the second-largest country in the world in terms of the share of assistance to Ukraine (humanitarian, financial, and military) relative to its GDP and the sixth-largest in total support, with a total amount exceeding EUR 8 billion.

During the discussion on Ukraine's integration into the EU, the parties considered the necessity of Ukraine’s accession to the EU's Multiannual Financial Framework (MFF) for 2028-2034 and the EU Structural Funds. 

Ukraine's integration into the EU's MFF will create new, long-term financial support mechanisms, ensure investment in critical infrastructure, and implement a system of own resources in Ukraine, which is the foundation for the contributions of member countries to the EU budget.

Sergii Marchenko confirmed Ukraine's unwavering reform course. Out of the 151 conditions in Ukraine's Plan for the EU instrument Ukraine Facility for 2024-2027, Ukraine has already met 36. The implementation of these measures lays the foundation for further economic recovery and development, integration into the EU, as well as attracting funding for the State Budget's needs and stimulating investment.

The Minister of Finance of Ukraine also thanked the Government of Denmark for the introduction of the Danish model of supporting Ukraine's military-industrial complex and economy. This mechanism allows directing partner countries' funds into the production of Ukrainian weapons to meet the priority needs of the Ukrainian army.

For his part, Denmark's Minister of Finance Nicolai Wammen assured that Denmark has been on Ukraine's side since the first day of russia's full-scale invasion and will continue this support. Recently Danish Government announced the 25th military assistance package for 2025-2027, amounting to nearly USD 1 billion. It includes air defense systems, artillery, and financial aid for Ukraine's military-industrial complex.
