An international taxation training course for tax service employees has been launched with the support of the OECD and the Ministry of Finance of Ukraine

On 26 September 2025, the official opening of the practical training course «Broader BEPS and International Tax Challenges – Capacity Building Programme for Ukraine» took place. The course is designed by international experts from the Organisation for Economic Co-operation and Development (OECD) at the request and in collaboration with experts of the Ministry of Finance of Ukraine and the State Tax Service. 

The course is part of the Capacity Building Activities for Ukraine, launched within the Ukraine Country Programme signed between the Government of Ukraine and the OECD on 7 June 2023 and it will be composed from regular virtual sessions and occasional in-person sessions organized over the period of next 24 months – until the end of 2027. 

The programme aims to strengthen Ukraine's capacity to combat Base Erosion and Profit Shifting (BEPS) and adapt to international tax standards.

The main objective of the course is to support ongoing tax policy reforms in Ukraine, strengthen the capacity of tax authorities to counteract base erosion and profit shifting practices, and improve their competence in applying international standards in the field of taxation. According to the course developers, the training will also help Ukrainian authorities identify areas for modernising the tax system so that it reflects not only global tax standards but also Ukraine's determination to build a transparent, fair and sustainable economy. 

The course consists of four training modules, each covering key aspects of international taxation and demonstrating how these principles are integrated into the Ukrainian tax system.

Methodological guidance for the first session were provided by Tomas Balco, Senior Adviser to the BEPS Capacity Building Team of the Global Relations and Development Division of the OECD Centre for Tax Policy and Administration, and Nestor Venegas Advisor to the Global Relations and Development Division of the OECD Centre for Tax Policy and Administration.

Harry Tonino, Acting Head of the Global Relations and Development Division of the OECD Centre for Tax Policy and Administration, addressed the participants with an introductory speech. He emphasised that this programme is more than technical training; it is a statement of partnership as it reflects the deep cooperation between the OECD, the Ministry of Finance of Ukraine, and the State Tax Service. He also noted that the programme provides an effective platform for exchange among a wide range of officials, aiming to build the networks, the confidence, and the vision to drive reform. 

The course was made possible thanks to the guidance and active support of Svitlana Vorobey, Deputy Minister of Finance of Ukraine, and Lesya Karnaukh, Head of the State Tax Service of Ukraine. Technical and expert assistance with the preparation of materials within the course programme is provided by the Reform Support Team at the Ministry of Finance of Ukraine.
