The Ministry of Finance Started the Budget Declaration for 2022-2024 Preparation Process

The Ministry of Finance of Ukraine started the preparation process of the Budget Declaration for 2022-2024, the document that defines the principles of budget policy and state budget key indicators for the medium-term and is the basis for preparation of the draft State Budget and local budgets forecasts.

The implementation of medium-term budget planning is one of the priorities of the Government and the Ministry of Finance. This is a systematic approach to the formation of budget policy, which provides a strategic approach to the identification of priority activities and the effective allocation of resources.

This, as well as a number of other topics, Sergii Marchenko discussed at a meeting with experts on financial and economic issues. In particular, the Minister noted: "An independent expert opinion and feedback is very important for us to hear what progress we have, where we do not, what civil society representatives' vision of the challenges facing the country and on the agenda of the government"

The Letter of Instruction signed by the Minister was sent to all key spending units of budget funds on the preparation of proposals for the three-year Budget Declaration for 2022-2024. Proposals include the following:

• state policy goals, which are expected to be implemented in the medium term;
• a list of budget programs that will be aimed at implementing certain public policy goals;
• information about changes in the structure of budget programs of the key spending units for three years;
• a list of sectoral information required for the preparation of the Budget Declaration.

This information must be submitted to the Ministry of Finance by 15 February 2021, according to the budget process calendar.
