France to support Ukraine in strengthening the fight against money laundering and terrorism financing - Ministry of Finance of Ukraine and Expertise France sign Memorandum

The Ministry of Finance of Ukraine and the French public agency Expertise France have signed a Memorandum of Understanding on the provision of international technical assistance in the field of combating money laundering and terrorism financing (AML/CFT). The signing took place on the sidelines of the Ukraine Recovery Conference held on July 10-11 in Rome, Italy.

The Memorandum was signed by Minister of Finance of Ukraine Sergii Marchenko and Director General of Expertise France Jérémie Pellet.

The EU technical assistance project “Countering the Financing of Terrorism and Anti-Money Laundering” is implemented through the EU AML\CFT Global Facility with Expertise France as the lead implementer in cooperation with the German Agency for International Cooperation (GIZ) and financed by the European Commission.

As a result of the signed Memorandum, the Ministry of Finance will be able to receive support in the following areas:

  • Preparation for and successful completion of the next round of mutual evaluation of Ukraine’s AML/CFT/counter-financing of the proliferation of weapons of mass destruction by the MONEYVAL Committee;

  • Expert recommendations on the application of best practices and approaches in AML/CFT;

  • Participation of Ministry representatives in training sessions, high-level meetings, conferences, roundtables, and international events;

  • Study visits of Ukrainian stakeholders to competent EU institutions to exchange experience in AML/CFT and сounter-financing of the proliferation of weapons of mass destruction.

The Memorandum is an important step toward strengthening transparency, financial resilience, and international confidence in Ukraine. Our cooperation will contribute to Ukraine’s alignment with European financial monitoring standards and serves as further proof of our commitment to the rule of law,” — stated Minister of Finance Sergii Marchenko.

Expertise France is the French public agency for international technical cooperation. It designs and implements projects aimed at promoting the balanced development of partner countries, in line with the 2030 Sustainable Development Goals and France’s foreign policy priorities. The organization operates in more than 80 countries, implementing over 450 projects.

Expertise France has been working in Ukraine since 2006. In 2022, the agency significantly expanded its presence, shifting a part of its activities toward war-time support, recovery, and the EU integration process.
