IMF Mission and the Ministry of Finance of Ukraine starts discussions on the implementation of the Extended Fund Facility Arrangement

Today, September 3, the leadership of the Ministry of Finance of Ukraine and staff from the International Monetary Fund (IMF) started discussions on the implementation of the Extended Fund Facility (EFF) program.

The Ministry of Finance is represented by Minister of Finance Sergii Marchenko, First Deputy Minister Roman Yermolychev, and Deputy Ministers Yuriy Draganchuk and Olga Zykova, Svitlana Vorobei, and Government Commissioner for Public Debt Management Yuriy Butsa..

The meetings will take place over the coming days in Kyiv.

The discussions will focus on the preparation of the 2026 State Budget, the medium-term fiscal forecast, the financial sector, and other structural reforms.

“I am grateful to the International Monetary Fund for its support and expertise, which help strengthen Ukraine’s economic and financial resilience. We look forward to a productive week of discussions with IMF experts. It is important to agree on the next steps of cooperation, taking into account the current conditions and the needs of the State Budget for the coming years,” said Sergii Marchenko.

Ukraine has already received nine disbursements under the IMF EFF program totaling around USD 10.6 billion out of the planned USD 15.5 billion for 2023–2027. Since the beginning of the full-scale invasion, the IMF has been the third-largest provider of financial assistance to Ukraine, after the European Union and the United States.
