The Government Amended the Procedure for Conducting Inspections of Procurement

On December 16, 2020, the Government amended the Procedure for conducting inspections of procurement*, developed by the Ministry of Finance and the State Audit Office.

The resolution regulates the basis for inspection of procurement by state financial control bodies, as well as ensures its compliance with the Law of Ukraine "On Amendments to the Law of Ukraine "On Public Procurement" and some other legislative acts of Ukraine to upgrade public procurement".

The adopted decision regulates the obtaining information by the state financial control bodies for drawing up protocols on administrative offenses in case of violations of the legislation providing for administrative liability during procurement inspections.

In addition, the provision that will ensure transparency and reasonableness of the formation of the expected value of the subject of procurement / the size of the budget was adopted with the resolution. The purpose of adopting such provision is to increase the reliability of budget planning, its connection with public procurement planning, soundness in determining the technical and qualitative characteristics of the subject of procurement, as well as the need for budgetary resources for procurement.
