Ministry of Finance: Customs and the State Service of Ukraine for Transport Safety will Combine their Efforts for the Effective Use of International Road Haulage Permits

Ensuring the implementation of a reliable system of control over the use and issuance of international road haulage permits was discussed in the Ministry of Finance during a meeting with the Deputy Minister of Finance Oleksandr Kava, Chairman of State Service of Ukraine for Transport Safety Yehor Prokopchuk, representatives of the Customs Policy Department of the Ministry of Finance and the State Customs Service.

The imperfection of this system today is a serious problem for the domestic road haulage business, in particular, due to the lack of permits. Thus, Ukraine loses its economic advantage in the market.

"Road haulage is the main means of transporting goods between Ukraine and the European Union, so the problems of international permits, including their deficit, hinder trade between Ukraine and the EU," - said Оlexandr Kava.

During the meeting the participants developed the most effective mechanism, which will provide full control over the issuance and accounting of international road haulage permits, avoiding manipulations with them. At the same time, this automated mechanism will not negatively affect the speed of customs procedures for road carriers.

"The proposed mechanism in the field of international road haulage will be fully automated, which will minimize the possible risks of violations, both by representatives of services and carriers. A constant exchange of information between the State Customs Service and the State Service of Ukraine for Transport Safety will be established. The Ministry of Finance is interested that the updated system of issuing of international road haulage permits in the next 2021 will become operational as soon as possible," noted Оlexandr Kava.

The Ministry of Finance continues a focused policy on customs reform, creation of transparent tools of effective control, as well as simplification of passing of customs procedures for the development of foreign economic activity.
