Ukraine Donor Platform Commits to Continued Support for Ukraine’s Recovery and Reconstruction

On April 2, the 13th meeting of the Steering Committee of the Ukraine Donor Platform took place. For the second time since its establishment, representatives of the Government of Ukraine, G7 countries, and the European Union gathered in Kyiv.

The visit of Ukraine’s key partners is a sign of solidarity with the Ukrainian people and an important signal of their commitment to deepening cooperation with Ukraine.

The agenda focused on securing Ukraine’s budget needs for 2025 and 2026, reconstruction efforts, and structural reforms.

The event was attended by Prime Minister of Ukraine Denys Shmyhal, Ukrainian Co-Chair of the Platform and Minister of Finance Sergii Marchenko, Deputy Prime Minister for Restoration, Minister for Communities, Territories and Infrastructure Development Oleksii Kuleba, Director-General for Neighborhood and Enlargement Negotiations Gert-Jan Koopman from the European Commission, Acting Coordinator of US Assistance to Europe, Eurasia, and Central Asia at the US Department of State Christopher Bergaust, as well as representatives of the G7 countries, the European Commission, and international financial institutions.

Sergii Marchenko thanked his colleagues for the productive cooperation within the Platform. Currently, it includes 23 participants, including countries that are permanent and temporary members or observers, as well as seven international financial institutions.

He outlined Ukraine’s financial position and key needs for the current year:

"The Ministry of Finance is working diligently to mobilize domestic resources to ensure financial stability to finance the urgent needs of the security and defense sector. In 2024, tax and customs revenues increased by USD 9.4 billion compared to the previous year. The domestic borrowing market has become the second-largest source of budget financing since the full-scale invasion of Ukraine by russia. Despite these efforts, international financial support remains critical for Ukraine, ensuring priority social expenditures. This year, the need stands at USD 39.3 billion, and I am grateful to our partners for their commitment to supporting us in financing critical needs."

The European Union remains the largest provider of budgetary support. For 2025, EUR 30.6 billion has been envisaged, with EUR 7.5 billion already disbursed to Ukraine’s State Budget.

Sergii Marchenko also expressed gratitude to the G7 countries for implementing the Extraordinary Revenue Acceleration (ERA) Loans for Ukraine mechanism, which provides USD 50 billion in funding secured by the proceeds from frozen Russian assets. These funds allow Ukraine to finance its budgetary needs.

Discussions also covered key priorities for recovery, including energy, heating, water supply and sanitation, housing, and transport. Platform members reaffirmed their commitment to strengthening their involvement in these areas.

The Minister of Finance emphasized Ukraine’s steadfast commitment to reforms, with a focus on enhancing economic competitiveness and EU integration:

"The Government of Ukraine remains dedicated to implementing measures agreed upon with our partners. Recently, we completed the seventh review of the IMF EFF program, unlocking a USD 400 million disbursement to the State Budget. Additionally, Ukraine has met the conditions of the Ukraine Facility Plan, resulting in another EUR 3.5 billion tranche."

Platform participants reaffirmed their unwavering support for Ukraine until it achieves a just and lasting peace and throughout its recovery and reconstruction. The next Steering Committee meeting will take place on the sidelines of the Ukraine Recovery Conference 2025 in Rome, Italy.
