Since the beginning of the full-scale war of Russia against Ukraine, the total amount of expenditures of the general fund of the state budget amounted to UAH 988.1 billion, including UAH 174.9 billion which was financed in July according to the data of the State Treasury Service of Ukraine as of August 15, 2022.
In the structure of these expenditures, the largest are the following:
- labor remuneration with accruals - UAH 386.6 billion (including UAH 81.7 billion in July), or 39.1% of the total expenditures spent during wartime; UAH 287.8 billion (including UAH 62 billion in July) for salaries of the military personnel;
- pay for the use of goods and services - UAH 234.6 billion (in July – UAH 42 billion) or 23.7% of the expenditures, including:
- UAH 135.1 billion - to support the Armed Forces of Ukraine. Purchase of military equipment, weapons, ammunition, defense products, personal protective equipment (helmets, body armor, and other special equipment);
- UAH 62.2 billion - transferred by the National Health Service of Ukraine for the implementation of the program of state guarantees of medical care for the population.
- social welfare (payment of pensions, allowances, stipends) - UAH 214.2 billion (UAH 38.9 billion in July), or 21.7%. Including:
- UAH 89.4 billion - transfer to the Pension Fund of Ukraine for financial support for the payment of pensions, allowances, and increases to pensions;
- UAH 66.1 billion - for the payment by the Ministry of Social Policy of Ukraine of benefits, compensations, monetary support, and payment for services to certain categories of the population, payment of benefits and housing subsidies to citizens for the payment of housing and communal services, and the provision of monthly targeted assistance to internally displaced persons for covering their expenses;
- UAH 30.4 billion - assistance within the framework of the eSupport Program.
- state debt service - UAH 65.2 billion (in July - UAH 3.1 billion), or 6.6%;
- transfers to local budgets of UAH 64.1 billion (UAH 6.5 billion in July), or 6.5%.
