Affordable Loans 5-7-9%: 7,564 Loans Totaling UAH 28.29 billion Issued During The Martial Law

During a week under the state program "Affordable credits 5-7-9%" there were issued 928 loans totaling UAH 3.9 billion.

Since the start of the Program "Affordable Loans 5-7-9%", authorized banks have issued 42,476 loans totaling UAH 117.9 billion as of May 30, 2022. 

During the  martial law in Ukraine, 7,654 loans totaling UAH 28.29 billion were issued under the State Program "Affordable Loans 5-7-9%", of which:

Of these, UAH 9.58 billion was received by entrepreneurs for capital investments, UAH 49.73 billion as anti-crisis loans, UAH 23.18 billion was issued as refinancing of previously received loans.

- UAH 0.23 billion - for capital investments;

- UAH 3.26 billion as anti-crisis loans;

- UAH 2.07 billion - as refinancing of previously received loans;

- UAH 17.08 billion - loans for agricultural producers;

- UAH 5.62 billion - anti-war purposes.

One of the priorities of the Ministry of Finance is the state support of MSME development during the martial law, which is carried out, inter alia, through the program "Affordable Loans 5-7-9%" initiated by the President of Ukraine Volodymyr Zelensky. The draft State Budget-2022 provides for UAH 3 billion (including Affordable Mortgages of 7%). This will provide support for the development of another 20 thousand entrepreneurs.

In March to support agricultural producers in order to ensure the sowing campaign, and to support and intensify entrepreneurial activity during the martial law, the Government introduced a number of changes to the state program "Affordable credits 5-7-9%". The amendments provide a significant simplification of lending, in particular the possibility to obtain soft loans at 0% per annum with a guarantee of 80% from the Government of Ukraine.

The Ministry of Finance encourages the business community and banking institutions to join actively in the implementation of innovations. The program is implemented by the Business Development Fund (BDF). The sole participant of the BDF is the Government of Ukraine represented by the Ministry of Finance of Ukraine, which coordinates all aspects of the Fund.

The BDF signed agreements on cooperation with 42 banks on terms of compensation of interest.
