Minister of Finance of Ukraine discussed in Brussels with international partners the ways to cover State Budget needs for 2026

Today in Brussels, the Minister of Finance of Ukraine Sergii Marchenko met with international partners from the European Commission, the International Monetary Fund, and representatives of donor governments.

The key issue on the agenda was securing Ukraine’s budgetary needs for 2026 and beyond.

Addressing the participants, the Minister of Finance emphasized that despite the mounting pressure of the full-scale war, the Ukrainian economy demonstrates resilience: State Budget revenues have grown by 21% compared to 2024, while international support remains predictable and consistent — with over USD 30 billion already mobilized this year.

At the same time, the full-scale war continues to affect the country’s economic and financial dynamics.

Last week, the Government of Ukraine submitted to the Parliament the draft State Budget for 2026. The budget planning was based on the assumption that the war will last throughout the year. The main share of resources - over USD 61 billion - is allocated to defense and security. To ensure the fulfillment of the state’s key functions, as pensions, healthcare, and education, Ukraine requires guaranteed external financing.

Sergii Marchenko outlined the urgent needs for 2026 and called on partners to take swift decisions that would support the country’s financial stability.

Among the possible instruments: the launch of a Reparations Loan based on frozen Russian assets, as well as the preparation of a new IMF program tailored to the priorities and conditions of the ongoing full-scale war. He emphasized that these cannot be the only solutions, and that it is crucial for support to continue in various forms - financial, technical, political, or humanitarian.

International partners expressed their readiness to maintain comprehensive support for Ukraine in the coming years. The parties will continue close dialogue to coordinate further financing arrangements.
