Ministry of Finance Leadership and the Ukraine Facility Audit Board discussed the effectiveness and transparency of program use

On July 1, First Deputy Minister of Finance of Ukraine Denys Uliutin and Deputy Minister of Ukraine for European Integration Yuriy Draganchuk met in Kyiv with representatives of the Ukraine Facility Audit Board - Deputy Chair  Gijs De Vries, Board Member Gunnar Walzholz, Head of the Secretariat Nils Westphal, and Lead Expert Jan van Tuinen.

The parties discussed the effectiveness and transparency of fund utilization under the Ukraine Facility, as well as Ukraine’s progress in meeting the agreed conditions that are prerequisites for further funding.

The Ministry of Finance leadership thanked European partners for their continued support and emphasized that the Ukraine Facility is a key instrument for Ukraine to ensure predictable budget financing and access to EU technical assistance.

“As of today, the European Union remains the main donor of budget support for Ukraine since the beginning of the full-scale invasion. Since February 2022, Ukraine has received around EUR 52.5 billion in budget support from the EU - a powerful signal of solidarity and a strong expression of trust in the Government of Ukraine. This is why transparency and accountability in the use of donor funds - including those within the Ukraine Facility - remain an unquestionable priority for the Government and one of the Ministry’s key objectives,” stated First Deputy Minister of Finance of Ukraine Denys Uliutin.

The parties also discussed the reforms being implemented by the Government of Ukraine to ensure the efficient and transparent use of international aid. These included updates to the public finance management strategy, improvements in public investment management systems, and enhanced control over donor fund allocation. The Ministry of Finance emphasized that these reforms will help ensure every euro of EU support delivers results and will strengthen partners’ trust in Ukraine.

“The Ukraine Facility is more than just a financial instrument. It is a powerful driver of reform to ensure macroeconomic stability and Ukraine’s European integration. I am confident that through our joint efforts, we will achieve meaningful results,” summarized Deputy Minister for European Integration Yuriy Draganchuk.

Ukraine continues to demonstrate progress in implementing the Ukraine Facility. To date, EUR 19.6 billion has already been disbursed to the State Budget under the program. Thanks to coordinated efforts with the EU, Ukraine successfully received its first 2025 tranche of EUR 3.5 billion in April and is set to receive the next tranche of EUR 3.1 billion soon.

Out of the 151 milestones set in the Ukraine Plan for 2024–2027, Ukraine has completed all steps scheduled for 2024 and has made progress toward meeting the 2025 indicators. This progress lays the foundation for further economic recovery, EU integration, and mobilization of funding for state budget needs and stimulating investment.

The European Commission established the Ukraine Facility Audit Board in June 2024, with a mandate lasting until June 2028. Its mission is to ensure transparency and efficiency in the use of financial assistance under the Ukraine Facility, in cooperation with the Government of Ukraine. The Ukraine Facility provides EUR 50 billion to Ukraine for 2024-2027, of which EUR 38.27 billion is allocated for budgetary support.

In February 2025, the European Commission announced the completion of the formation of the Ukraine Facility Audit Board, appointing three experts in financial oversight and management.

On the Ukrainian side, the Ministry of Finance has been designated as the responsible authority for auditing the implementation of the Ukraine Plan under the Ukraine Facility.

In March 2025, the Ministry of Finance of Ukraine and the Audit Board of the Ukraine Facility signed a Memorandum of Cooperation.
