Ministry of Finance secured €3.5 billion from the EU under the Ukraine Facility

On April 1, Ukraine received EUR 3.5 billion from the European Union as part of the Ukraine Facility instrument. The tranche consists of concessional financing (EUR 3.1 billion) and grant support (EUR 400 million).

"Thanks to the effective implementation of the Ukraine Plan and close cooperation with the EU, Ukraine has successfully secured the first tranche of 2025 under the Ukraine Facility. In total, EUR 19.6 billion has already been transferred to the State Budget under this program. These funds are directed towards priority needs in the social and humanitarian sectors," said Minister of Finance Sergii Marchenko.

In 2025, the Ukraine Facility foresees about EUR 12.5 billion in financial support for Ukraine, including EUR 1.5 billion in grant support. 

By the end of the fourth quarter of the previous year, the country had met 13 key indicators outlined in the Ukraine Plan, allowing it to receive the tranche on time and in full.

The program’s reforms cover areas such as anti-corruption measures, improving the business environment, labor market policies, regional development, the energy sector, environmental protection, and public finance and state-owned enterprise management.

The European Union remains the largest donor of budgetary support to Ukraine. In the first three months of 2025, Ukraine received EUR 7.5 billion from the EU.
