MoF of Ukraine and the EBRD discussed the implementation of joint projects in the energy sector. Since 2022, Bank has provided €1 billion for the emergency purchase of natural gas

In Washington, D.C., Minister of Finance of Ukraine Sergii Marchenko, as part of the delegation led by Prime Minister Yulia Svyrydenko, met with the European Bank for Reconstruction and Development (EBRD) President Odile Renaud-Basso. The meeting took place on the sidelines of the IMF and World Bank Annual Meetings.

Deputy Minister of Finance of Ukraine Olga Zykova also took part in the meeting.

Key topics included the results of cooperation in 2025 and funding priorities for 2026.

The Minister expressed his gratitude to President Odile Renaud-Basso for the EBRD’s unwavering support of Ukraine since the start of russia’s full-scale invasion, and for making continuous support to Ukraine one of the Bank’s top priorities for the next five years. He also welcomed the EBRD’s plans to expand operations in Ukraine to EUR  2.5-3 billion annually.

“The EBRD plays a key role in Ukraine’s recovery and reconstruction. Close cooperation between the Bank and the Government has helped maintain the stable operation of a number of critical infrastructure enterprises. Energy projects are particularly important, as for nearly four years russia has been deliberately destroying Ukraine’s energy system, inflicting enormous damage. And today Ukraine counts on the EBRD’s continued support to ensure a stable heating season,” - Sergii Marchenko, Minister of Finance of Ukraine.

The EBRD is also actively financing initiatives aimed at supporting liquidity and resilience of the public sector, developing micro-, small-, and medium-sized enterprises, and investing in the private sector.

As of October 2025, the total EBRD financing directed to Ukraine since the start of cooperation has reached EUR 22.6 billion across 658 projects. Since russia’s full-scale invasion, the Bank has mobilized over 8EUR billion for critical projects.

The current public sector portfolio with the EBRD includes 15 projects totaling EUR 3 billion. 9 projects worth nearly EUR 1.7 billion in the energy sector, and 6 projects worth EUR 1.3 billion in the transport sector. To date, Ukraine has utilized about EUR 1.7 billion (or 56.5%) of total loans under these projects.

Between 2022–2025, the EBRD allocated nearly EUR 1 billion for emergency gas purchases to ensure stable heating seasons (2022-2026). Since February 2022, the Bank has provided around EUR 600 million to support the liquidity and steady operation of Ukrenergo, strengthening Ukraine’s energy security and the stability of its power transmission system.

Following the meeting, both sides identified priority areas for further investment: enhancing energy security, rebuilding infrastructure damaged by russia, and supporting both public and private sectors.

The Minister and the EBRD President also discussed the possibility of continuing to attract non-sovereign lending backed by EU guarantee mechanisms, which would open new opportunities for partnership and the implementation of more projects vital for Ukraine’s reconstruction and recovery.

EBRD President Odile Renaud-Basso reaffirmed the Bank’s firm commitment to continue providing Ukraine with the support it needs.
