The Ministry of Finance and EU4PFM discussed the digital ecosystem for budget planning

Deputy Minister of Finance of Ukraine Oleksandr Hrubiian and EU4PFM International Key Expert on IT Dragan Jeremic discussed the digital projects of the Ministry of Finance, which are being implemented with the support of the EU4PFM Project.

Oleksandr Hrubiian expressed his gratitude to EU4PFM experts for their professional support in implementing key reforms for the digitalisation of budget planning.

The new IT system for budget planning, developed with the support of EU4PFM, represents a significant step in transforming public finance management in Ukraine.

«The system facilitates centralised management, data consolidation, and secure information exchange among all participants in the budget process. It also automates key functions of the Ministry of Finance, reducing the need for manual data processing and time-consuming calculations in the collection and review of budget requests. The Ministry of Finance will prepare the 2026 Budget using the new IT system," noted Oleksandr Hrubiian, Deputy Minister of Finance.

IT consolidation in the public finance management system is a strategic priority aimed at the coordinated development of information systems across public finance institutions. Key objectives include improving information exchange, adopting international best practices and IT management standards, and spending optimisation.

«Together with the IMF, we have developed a roadmap outlining concrete steps towards IT consolidation. One of such key steps will be infrastructure-level consolidation, followed by the creation of a unified data storage system. The third step will be the migration of applications as services to be operated by an independent administrator. All of these changes will be accompanied by updates to the regulatory framework," stressed the Deputy Minister of Finance.

Dragan Jeremic, EU4PFM International Key Expert on IT, expressed full support for this approach. «A clear vision for this process and well-defined implementation steps are crucial not only for the institutions that will use the cloud infrastructure but also for international donor organisations, which need clarity on the project’s timeline and budget," emphasised Mr Jeremic.

The expert also reaffirmed continued support of EU4PFM for the implementation of the Ministry of Finance's Digitalisation Strategy. In this context, the partners discussed the approach, architectural framework, and interoperability of systems necessary to ensure the successful execution of this Strategy.

The development of digital technologies in public finance remains a priority for EU4PFM, and the Project continues to be a reliable partner of the Ministry of Finance in implementing innovative solutions for effective and transparent public finance management.
