Representatives of the Ministry of Finance and JICA meet to discuss new cooperation initiatives

Deputy Minister of Finance of Ukraine Olga Zykova and Government Commissioner for Public Debt Management Yuriy Butsa met with the Head of the Japan International Cooperation Agency (JICA) office in Ukraine Hideki Matsunaga.

Olga Zykova thanked the Government of Japan for its timely and sufficient financial support, mainly through the JICA mechanisms. Since February 2022, under the JICA mechanisms, Japan has provided Ukraine with USD 581 million in concessional budget financing, as well as a grant for the implementation of the Emergency Program, totalling about USD 573 million. 

"Since the beginning of the full-scale invasion, JICA has supported Ukraine in consolidating financial resources for the most urgent needs. In addition to direct budget support, JICA has been systematically contributing to implementing recovery projects by channelling funds and providing advisory assistance," added the Deputy Minister of Finance of Ukraine.

JICA continues to provide support to Ukraine through various mechanisms, such as technical cooperation, with a focus on maintaining economic stability and improving the living conditions of Ukrainians and the environment.

 Yuriy Butsa also thanked JICA for supporting financial stability in Ukraine. In 2023, JICA signed an agreement to defer JICA’s payments for the repayment and servicing of the national debt of Ukraine for four loan agreements of a total amount – JPY 8 bln (about USD 50 mln).

In his turn, Hideki Matsunaga emphasised that the Agency plans to expand opportunities for cooperation with Ukraine further.
