Sergii Marchenko discussed reform progress on Ukraine’s EU integration path with European Commissioner

Minister of Finance of Ukraine Sergii Marchenko held a meeting with EU Commissioner for Enlargement Marta Kos and Director-General of the European Commission for Neighbourhood and Enlargement Negotiations Gert Jan Koopman. The meeting took place on the sidelines of the Ukraine Recovery Conference, held on July 10–11 in Rome, Italy.

The parties discussed the state of Ukraine’s economy, the impact of the full-scale war on public finances, the need for continued budget support in 2026 and beyond, and key reforms in the process of EU integration.

Sergii Marchenko expressed his gratitude for the EU’s unwavering solidarity with Ukraine and for the financial support provided to the Ukrainian Government since the beginning of russia’s full-scale invasion. He also expressed hope for continued productive cooperation and for the swift opening of accession negotiations with the EU.

In total, EU budget support to Ukraine has reached EUR 52.5 billion over the past three years. Since the beginning of 2025 alone, Ukraine has already received EUR 10.5 billion from the EU.

By the end of this year, the Ukrainian Government plans to attract an additional EUR 20.1 billion in EU budget support. These funds are allocated to cover State Budget needs.

Ukraine continues to demonstrate progress in fulfilling the conditions outlined in the Ukraine Plan to access funding under the Ukraine Facility. Another disbursement of EUR 3.1 billion is expected soon.

Out of 151 conditions set under the Ukraine Facility Plan for 2024–2027, Ukraine has already completed all steps for 2024 and made tangible progress on the 2025 indicators. The implementation of these measures lays the groundwork for further recovery, economic growth, EU integration, as well as attracting budget financing and stimulating investment.

The parties also discussed Ukraine’s large-scale reconstruction and the EU’s role in this process.

In turn, the partners reaffirmed the EU’s continued support for Ukraine and their readiness to deepen cooperation on Ukraine’s path to EU integration.
