Ukraine attracted over €4 billion in budget support from the EU under the Ukraine Facility and from revenues of frozen russian assets

Ukraine has secured more than EUR 4 billion from the European Union for the State Budget:

  • Over EUR 3 billion - a loan from the European Union under the Ukraine Facility;
  • EUR 1 billion - part of the EU’s contribution within the G7 Extraordinary Revenue Acceleration for Ukraine (ERA) initiative.The funds will be directed to priority social and humanitarian expenditures of the State Budget.

The Ukraine Facility foresees about EUR 50 billion for Ukraine for 2024-2027 (EUR 38.27 billion in direct budget support). In total, since 2024, more than EUR 22.6 billion has already been disbursed to the State Budget under the Facility. In 2025 alone, Ukraine is expected to receive about EUR 12.5 billion, of which more than EUR 6.5 billion has already been transferred.

To receive the next regular tranche from the EU under the Facility, Ukraine fulfilled reform measures required by the end of the first quarter of 2025. These cover areas such as anti-corruption, public governance, regional policy, human capital, the agri-food sector, digital transformation, environmental protection, and the management of state-owned assets.

The ERA initiative provides EUR 50 billion in financing for Ukraine, backed by revenues from frozen russian assets. The EU’s contribution amounts to EUR 18.1 billion (USD 20 billion). Overall, under the ERA initiative, the Ministry of Finance has already attracted EUR 9 billion from the European Union.

The European Union remains the largest donor of financial support to Ukraine – EUR 57.5 billion over the past 3.5 years. In just the first eight months of 2025, Ukraine has received more than EUR 15.5 billion from the EU.
