Ukraine has received €50.5 billion in budget support from the EU since February 2022. Sergii Marchenko met with EU Finance Ministers in Washington

In Washington, D.C., Minister of Finance of Ukraine Sergii Marchenko held meetings with the heads of Finance Ministries of the European Union. These meetings took place on the sidelines of the IMF and World Bank Spring Meetings.

In particular, Sergii Marchenko discussed financial cooperation and European integration with Vice Prime Minister and Minister of Finance of Belgium Jan Jambon, Minister of Finance of the Netherlands Eelco Heinen, Minister of Finance of Latvia Arvils Ašeradens, Minister of Finance of Lithuania Rimantas Šadžius, Minister of Finance of Finland Riikka Purra, and Minister of Finance of Sweden Elisabeth Svantesson.

Deputy Ministers of Finance Yuriy Draganchuk and Olga Zykova, as well as Government Commissioner for Public Debt Management Yuriy Butsa, also took part in the meetings.

Key topics included Ukraine’s progress under the EU’s Ukraine Facility instrument, the implementation of the Extraordinary Revenue Acceleration for Ukraine (ERA) initiative, and the advancement of priority reforms for European integration.

Sergii Marchenko thanked partners for their significant financial assistance since the beginning of russia’s full-scale invasion and expressed hope for continued fruitful cooperation between the ministries. Altogether, EU budget support to Ukraine over the past three years has reached EUR 50.5 billion. Since the beginning of 2025 alone, Ukraine has already received EUR 8.5 billion from the EU.

In 2025, the EU has envisaged EUR 30.6 billion in budget support for Ukraine:

  • EUR 18.1 billion — under the G7 ERA initiative, sourced from revenues on frozen russian assets (EUR 5 billion already disbursed);

  • EUR 12.5 billion — financial aid through the Ukraine Facility (EUR 3.5 billion already disbursed).

The Finance Minister emphasized the predictability and regularity of funding sourced from frozen russian assets. These funds will cover Ukraine’s budget needs in 2025–2026.

Ukraine continues to demonstrate strong progress in implementing the Ukraine Facility.

“Thanks to the effective implementation of the Ukraine Plan and coordinated cooperation with the EU, in April Ukraine successfully received the first EUR 3.5 billion tranche under the Ukraine Facility for 2025. In total, EUR 19.6 billion has already been disbursed under this program,” said Finance Minister Sergii Marchenko.

Of the 151 commitments under Ukraine’s Plan for 2024–2027, 36 have already been met. Ukraine has adopted 16 strategic documents and 15 laws. These steps lay the foundation for economic recovery and growth, EU integration, budget financing, and investment stimulation.

Moreover, Ukraine hopes to be included in the next EU budget period to ensure adequate resources not only for recovery and reconstruction but also for the implementation of modern technologies and standards.

It is important to note that Ukraine’s financing needs in 2026 remain significant. Therefore, Finance Minister Sergii Marchenko stressed the need to begin work now on new support instruments.

EU colleagues confirmed their continued support for Ukraine and readiness to deepen cooperation on its European integration path.
