Ukraine received $177 million from the World Bank to support healthcare and fiscal governance sectors

Ukraine received USD 177 million from the World Bank as part of two reform support projects:

  • USD 147 million was provided under the SURGE project (“Supporting Reconstruction through Smart Fiscal Governance”);

  • USD 30 million USD under the THRIVE project (“Transforming Healthcare through Reform and Investments in Efficiency”). 

Both projects are implemented through the Program-for-Results (PforR) financing instrument, which provides funding contingent on the achievement of specific performance indicators.

The SURGE project, launched in 2024, involves agreements totaling over USD 1 billion USD, including USD 10 million in grant funds. Its main goal is to ensure efficient management of public investments.

To receive the latest tranche, Ukraine met several conditions, including:

  • Approval of a single portfolio of public investment projects for 2026-2028, incorporating gender and climate considerations;

  • Adoption of methodological guidelines for assessing the environmental impact of public investment projects;

  • Confirmation of the implementation of the Anti-Corruption Program by the State Tax Service.

The THRIVE project, also launched in 2024, aims to enhance the efficiency of the Medical Guarantee Program and strengthen Ukraine’s healthcare system. Its total funding volume is USD 1.2 billion, of which USD 449 million in loan agreements and USD 5 million in grants have already been signed.

The latest USD 30 million tranche was received in advance to further support the reform of the Medical Guarantee Program - particularly to strengthen the National Health Service of Ukraine’s capacity to monitor healthcare facilities and improve the quality of medical services.

By the end of the year, Ukraine expects to receive an additional USD 249 million under the SURGE project and USD 17.5 million USD under THRIVE.
