Ukraine will receive EUR 3.5 billion from the EU under the Ukraine Facility financial instrument. The EU Council approved the decision

The Council of the European Union has approved the allocation of EUR 3.5 billion in loans and grants to Ukraine under the Ukraine Facility financial instrument, of which 400 million euros are grant funds.

The funds will be disbursed for priority social and humanitarian expenditures of the State Budget. 

Ukraine implemented all the measures set out in the Ukraine Plan by the end of the fourth quarter 2024, which in turn opened the possibility of receiving the third regular tranche under the instrument. 

The Ukraine Plan included thirteen indicators by the end of December 2024 to attract relevant tranche. Reform measures cover such areas as anti-corruption, business environment, labor market, regional policy, energy market, environmental protection, and management of public finances and state-owned enterprises.

Ukraine's Finance Minister Sergii Marchenko noted that the Ukrainian Government continues to responsibly implement reforms and comply with the conditions of cooperation with the European Union, and thanked the EU for its support of Ukraine on this path.

"The European Union remains a strategically important partner for Ukraine, playing a crucial role in strengthening the country’s economic stability. Financial support from European partners helps ensure budget liquidity by mobilizing funds for the urgent needs of the State Budget," Marchenko emphasized.

In total, EUR 16.1 billion has already been received in the State Budget under the Ukraine Facility.
