Parliament of Ukraine approved amendments to the 2025 State Budget in the second reading: +UAH 412.4 billion to strengthen Ukraine’s defense capability

On July 31, the Parliament of Ukraine Budget Committee approved draft law No. 13573, and Members of the Parliament supported it in the session hall. The additional expenditures amount to UAH 412.4 billion, including UAH 401.6 billion to the general fund and UAH 10.7 billion to the special fund.

The funds are allocated as follows:

  • UAH 310.8 billion - Ministry of Defense (including State Special Transport Service);
  • UAH 84.1 billion - Ministry of Internal Affairs (National Guard, National Police, State Border Guard Service);
  • UAH 4.5 billion - Defence Intelligence;
  • UAH 1.6 billion - Security Service of Ukraine;
  • UAH 505 million - State Security Administration;
  • UAH 64.5 million - State Service for Special Communications and Information Protection.

Funding for the amendments to the budget will be carried out at the expense of:

  • UAH 147.5 billion - overperformance of planned budget revenue indicators, particularly from personal income tax, corporate income tax, etc.;
  • UAH 184.9 billion - increase in domestic borrowing (government bonds);
  • UAH 65.1 billion - reduction of domestic debt repayment expenditures;
  • UAH 11.2 billion - reduction of state budget expenditures.

The next step is for the President of Ukraine Volodymyr Zelenskyy to sign the Law.

The amendments to the State Budget reflect the key priorities of the President and the Government - strengthening national defense capability, expanding domestic arms and drone production. russia is actively increasing its weapons manufacturing: in May alone, the production of drones in the russian federation rose by nearly 17%, and Ukraine has already faced attacks involving more than 700 Shahed drones in a single night. Against this backdrop, increasing security and defense spending is a necessary step to ensure effective resistance to aggression.
