External budget support reached $8.4 billion in August. More than 65% was received in the form of grants

 

In August 2024, the general fund of the State Budget of Ukraine received about USD 8.4 billion of external financing. Of this amount, USD 5.5 billion were grants, and USD 2.9 billion were concessional loans. Thus, more than 65% of the funds were received on a non-refundable basis.

Among the donors: 

  • EU - USD 4.5 billion (concessional financing, grant);

  • The United States - USD 3.9 billion (grant).

The funds from the EU are the first regular tranche (the one that is provided upon performance of indicators) under the Ukraine Facility. The financing consists of a loan of USD 2.9 billion and a grant of USD 1.6 billion. 

Ukraine received the grant from the United States through the World Bank's PEACE in Ukraine project. The funds are used to cover salaries to teachers, emergency services, public employees, and priority social expenditures.

In total, in 2024, external financing reaches USD 24.5 billion, of which USD 6.6 billion are grants. The aid since the beginning of the full-scale war is USD 98 billion. The international support is directed to finance the priority social expenditures of the State Budget of Ukraine, while the Ministry of Finance allocates all internal resources to the security and defense sector.
