The Ministry of Finance and the State Customs Service are Beginning to Assess the Qualifications and Reliability of Customs Officers

The Ministry of Finance and the State Customs Service, with the support of the US and the EU partners, are jointly launching a pilot project assessing customs staff qualifications and reliability. All customs personnel and all managers are to pass such assessment.

Successful completion of the qualification and integrity assessment by each official will be a prerequisite for further work in the State Customs Service. The project was launched as a part of the reform of the transition to the State Customs Service in the format of a single legal entity.

The assessment procedure will include testing for knowledge of customs legislation, general abilities and skills. If the test is successful, an interview will be conducted.

Attention will be paid to the compliance of information on expenses and property of the official and his relatives with the declared income; compliance of the way (level) of life of the official and his relatives with the declared income, etc.

It is planned to involve representatives of the Ministry of Finance, the State Customs Service, the National Agency on Corruption Preventing (NACP), and the NABU in the commissions that will assess qualifications and reliability.
