Ministry of Finance attracted USD 5 billion in grants and concessional financing from international partners in December 2023

 

In December 2023, the general fund of the State Budget of Ukraine received around USD 5 billion in external financing. Grants provided on a non-refundable basis accounted for over 11% of the total amount of financial assistance.

Among the donors in December 2023: 

  • Japan - USD 2.2 billion (concessional financing and grants);

  • EU - USD 1.6 billion (concessional financing);

  • International Monetary Fund - about USD 900 million (concessional financing);

  • Norway - USD 190 million (grant);

  • Germany - USD 55 million (grant);

  • USA - USD 50 million (grant);

  • Switzerland - USD 20 million (grant).

  • World Bank - USD 8 million (concessional financing).

Funding from the Government of Japan consists of a USD 52.4 million grant under the  World Bank's Housing Opportunities for People's Empowerment (HOPE) project and a USD 900 million loan under the World Bank's Investing in Social Protection for Improved Coverage, Resilience and Efficiency (INSPIRE) project. 

Japan has also provided a USD 180 million grant under the World Bank's Emergency Project for Inclusive Support for the Recovery of Agriculture in Ukraine (ARISE) project and a USD 1.086 billion loan under the World Bank's Public Expenditure Support for Enhanced Accountability and Sustainable Governance in Ukraine (PEACE in Ukraine) project.

The EUR 1.5 billion is the final tranche of the EU's EUR 18 billion Macro-Financial Assistance (MFA+) programme for 2023.

Ukraine has received about USD 900 million (SDR 663.9 million) financing from the International Monetary Fund under the Extended Fund Facility (EFF) arrangement following the successful second review of the EFF arrangement by the IMF Executive Board.

The grants from Norway, the United States, and Switzerland are part of the sixth additional financing under the World Bank's Public Expenditure Support for Enhanced Accountability and Sustainable Governance in Ukraine (PEACE in Ukraine) project.

EUR 50 million grant from KfW is part of the state support programme "Affordable Loans 5-7-9%".

USD 8 million loan from the World Bank is additional financing for the Serving People, Improving Health Project.

The international assistance is directed to finance priority social expenditures of the State Budget, in particular, to pay salaries of employees of the education and healthcare sectors, humanitarian needs, and social protection of the population.

The Ministry of Finance of Ukraine is committed to accountability and efficient use of financial aid from its partners. In particular, the Ministry of Finance in cooperation with the World Bank ensures the transparency of the attraction and use of external financing.
