Olena Makeyeva participated at a roundtable on the issue of cash register

On 15 June European Business Association held the second roundtable on the theme: “Registers for payment transactions in Ukraine: challenges, possibilities and perspectives.” The speakers at the event were Olena Makeyeva, Deputy Minister of Finance of Ukraine, Natalie Ryban, Director of Department for Tax and Customs Audit of the State Fiscal Service of Ukraine, Andrii Zhurzhii, First Deputy Head of the Verkhovna Rada Committee for Tax and Customs Policy, Igor Landa, the Head of European Business Association Retail Committee. The representatives of Committees for Retail Trade, specialized associations and public organizations were also in attendance.

The roundtable was the next event in the series of common communication between the representatives of authorities and businesses, which aims to discuss the issue of the use of payment transactions registers by the subjects of 2nd and 3rd groups, who use simplified tax system. It is well-known, that according to Law of Ukraine, as of 28.12.2014, №71 “On Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine on Tax Reform” from 1 July 2015 requirement regarding obligatory use of cash registers applies to single tax payers of the 3rd group and from 1 January 2016 it will also apply to single tax payers of the 2nd group (excluding those payers, who realize products sale on the market and via portable network).

Deputy Minister of Finance, Olena Makeyeva, noted once more that the main purpose of cash registers implementation is to strengthen control over cash circulation and to set equal conditions for running a business by all economic entities.

Natalie Ruban provided statistics on number of entrepreneurs who have to start using cash registers from 1 July. According to calculations by the State Fiscal Service, out of 284 thousands entrepreneurs of the 3rd group, only 55 thousands need cash registers. Many of these companies can switch to non-cash form of payment and only 8 thousands of the economic entities in this group conduct retail trade. It is mandatory for them to implement cash registers.

Besides, the representative of the State Fiscal Service explained that minimum value of cash register is 3,5 thousands hryvnias. 150 hryvnias per month has to be paid for services of service center, 29 hryvnias for acquirer services and 10 hryvnias for sealing registers for payment transactions.

First Deputy Head of Verkhovna Rada Committee for Tax and Customs Policy, Andrii Zhurii stressed that Bill № 1088 takes into account the wishes of the Working group, which represented the interests of entrepreneurs. The Bill does not oblige entrepreneurs to save fiscal receipts; the norm on accounting for inventories is repealed; service centers become liable for providing delayed services; the norms on fines for minor cash discrepancy in cash registers are repealed; fines are reduced.

Igor Landa talked about free learning in cash discipline abroad, that was introduced by “Novus” and “Foxtrot” networks and he paid very much attention to registers for payment transactions use in practice during his speech.

In the framework of the roundtable, the speakers gave the answers to the entrepreneurs’ questions regarding norms on cash registers implementation and held a constructive discussion aimed to develop practical solutions in registers for payment transactions problems.
