UAH 45 billion has Already been Spent from the Anti-COVID-19 Fund

As of December 07, 2020, UAH 45.4 billion has already been spent from the Anti-COVID-19 Fund.

UAH 12 billion (50%) out of UAH 23.8 billion was used for healthcare. In particular, UAH 63 million has been spent on the purchase of ventilators (UAH 100 million was allocated).  UAH 1 billion out of UAH 4 billion was used on the provision of the Health Ministry's laboratories and the purchase of personal protective equipment for medical workers.  UAH 1.5 billion has been spent for the subvention to local budgets to provide hospitals with oxygen. Also, UAH 5.3 billion out of UAH 6 billion has been allocated to increasing allowances and surcharges for medical workers.

On December 9, the Budget Committee approved the reallocation of UAH 5.3 billion from the Anti-COVID-19 Fund to the Ministry of Health for implementation of the program of state financial guarantees of medical services to the population by reducing the costs of construction and repairing state roads.

Also, the Law of Ukraine No 1006-IX dated 17.11.2020 provides for an increase of UAH 8.9 billion the Anti-COVID-19 Fund from the special fund of the state budget. It is proposed these funds to be directed to the initiative of the President of Ukraine on the support of business entities.

Measures to combat the spread of COVID-19 are also funded from other sources. Thus, within the Medical Guarantees Program, the National Health Service has already made payments to healthcare facilities in the amount of over UAH 10.6 billion for services related to the treatment of COVID-19.

The Ministry of Finance emphasizes that all expenditures to combat COVID-19 must be efficient and transparent. The effectiveness of the use of these funds will be carefully checked by the State Audit Service of Ukraine.
