The Government has approved an Action Plan to Improve the Efficiency of State Customs Service of Ukraine

On May 13, the Government approved an action plan to improve the efficiency of the State Customs Service.

The presentation of strategic directions of customs reform was made by the Minister of Finance Sergii Marchenko.

According to the Minister, the Government sees the development of reform in three key directions: 
1.    Functional direction - provides state control at all stages of customs activity and reduces corruption risks thanks to digitalization, electronic monitoring equipment and risk management operations;
2.    Motivational direction - attracting new quality staff;
3.    Service direction - State Customs Service as quality service achieved by maximum transparency and clarity of rules in line with the EU and international organizations' standards and reliable electronic services for users. 

The reforms action plan is the following:
Optimization of the staff structure of the State Customs Service;
Maximum digitalization of management processes;
Introduction of a new centralized risk assessment system;
Establishment of a risk monitoring center;
Sealing of vehicles and automatic registration of exports;
Introduction of a new customs tariff harmonized with other countries;
Development of a law aimed to improve customs value control.
