Minister of Finance of Ukraine Holds Meeting with the Minister of Finance of the Republic of Lithuania: Budget Support and Reforms on Ukraine’s Path to the EU Discussed

Minister of Finance of Ukraine Sergii Marchenko held a bilateral meeting with the Minister of Finance of the Republic of Lithuania Kristupas Vaitiekunas, in Kyiv.

The parties discussed key areas of financial support for Ukraine, cooperation with international financial institutions, as well as further steps to implement reforms in the context of Ukraine’s European integration.

The Ukrainian side expressed gratitude to Lithuania for its consistent and comprehensive support for Ukraine. According to data from the Kiel Institute for the World Economy, the total volume of Lithuania’s assistance to Ukraine is estimated at approximately 2.3% of Lithuania’s GDP, ranking third globally in terms of aid as a share of GDP.

During the meeting, Lithuania’s financial support since February 2022 was highlighted, in particular:

  • EUR 21 million in direct budget support;

  • contributions to the World Bank trust funds: USD 28 million to the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF), USD 10.36 million to the Special Program for Ukraine and Moldova (SPUR);

  • EUR 1.5 million to the Ukraine Capacity Development Fund (UCDF) administered by the International Monetary Fund.

The Minister of Finance of Ukraine expressed appreciation for Lithuania’s active position in supporting the European Union’s Ukraine Facility for 2024-2027 with a total volume of EUR 50 billion.

Special attention was paid to the importance of mobilizing European Union macro-financial assistance amounting to EUR 90 billion for 2026–2027. These funds will ensure uninterrupted financing of budgetary and defense needs starting from the second quarter of 2026 and will further confirm the European Union’s long-term support for Ukraine.

The parties expressed a shared commitment to deepening cooperation in the implementation of structural reforms. The Lithuanian side reaffirmed its intention to continue sharing practical experience in implementing reforms on Ukraine’s path toward membership in the European Union.
